Transmission's Ratio calculation

Description

I got some ratio weirdness that occurred when I had to force shutdown my computer which abruptly stops Transmission. When I restarted Transmission, I was seeding 8 torrents, but they all reported having no data and proceeded to start downloading the torrents again. I paused all the torrents and verified the local data on each one to recover the data. Everything worked except Transmission used the small amount downloaded before I paused the transfers in calculating the ratio. As you can see from the attached image, my ratios were in the 1000's. I would propose that when seeding, Transmission should always use the size of the file that you are seeding when calculating the ratio. So theoretically, when I verify the local data on each torrent, it should also update the ratio to reflect that I have 100MB of the torrent instead of the 16kB that was accidentally downloaded. Just a small oddity that I noticed. Hopefully it should be too hard to fix.

IMO we would have to re-break #665 in order to fix this.

In most situations this won't happen. The only reason you have weird values is because Transmission was not shut down properly.
