File open Options window placement bug

Description
The options window for opening files opens at the center of the logical display area, whic means if you have set your external display logically above your internal one, it upper half is on the external monitor, and it's lower half is on the internal one. It is even worse that it doesn't remember it's position, so it every time opens there.
I notice that sometimes it doesn't get focus either.
