Option- Ignore upload limit when only seeding

Description

This option would ideally be a checkbox to ignore an upload limit when all torrents are seeding.

Ex. Billy wants to hurry up and download the Ubuntu LiveCD he sets his upload limit low while downloading. If he has the "Ignore upload limit when seeding" option checked, he can seed faster without changing the limit.

Ex 2. Sally is halfway through downloading the Fedora LiveCD but is just now starting the OpenSuse? CD. She wants to keep the Fedora from taking up bandwidth until her OpenSuse? CD is finished downloading. This option enables her to do that without setting individual torrents and then seeds faster.

uTorrent already has this option, and perhaps other clients.

I'm neutral on this option. I agree that there's a use case for it, but suspect this would be one of those features that collects dust in preferences without being used much.

I'm going to have to agree that the use-case for this is way too obscure.
