Automatic speed limit when user is active

Description
Detect using operating system services when the user is active, and at such times, enable the transfer speed limit. At times when the user is inactive (such as when the screen saver would be enabled), disable the transfer speed limit.
This removes the need for manually enabling and disabling the speed limit to increase internet responsiveness for a user that has heavy transfer load.

This is one of those things where the current implementation requiring user action might be better. If this feature were implemented, the moment users started using their computer at all speeds would be limited - many wouldn't want this if they weren't doing something internet-intensive. Also, implementing this in a platform-independent way is quite difficult.
Now that speed limits are in libT, changing component.
