Description
This isn't so big a deal with the new no-hogging behavior, but it's still a little frustrating. Whenever I set a torrent's upload rate limit individually, my upload traffic zooms past the limits I've set in the preferences. System is a Mac, 10.5.6. This has been consistent every time I've tried it, but to make sure it still existed I tried it with 1.41r4 and the 7408 nightly (I couldn't get 7410 to stay open long enough).

This has always been the behavior of Transmission. There are 2 choices: 1. When a limit is set per torrent, ignore global 2. Apply the global even with transfers with individual limits, which then removes the ability to set some torrents to unlimited with a limit set, etc.
Both have their pros and cons. We chose 1 long ago, and we're sticking with it.
