Pidgin integrates with the user agent switcher in ubunt 8.10, when I mark myself as "Away" my status goes to away on all of my im networks.
I think it would be a great service to make sharing easier through this feature. When I'm away, I want to share, when I'm here at the comp, I want performance. I would like the ability to set customized states based on the status of the fast-user-agent-switcher-applet.

Well every user that uses torrents wants a way to share to the fullest when it doesn't bother them. The gnome-fast-user-switch-applet is just the first one to give an api to do it. Other methods such as screensaver-status, are really just a bad assumption.
In theory, you could have Transmission torrenting while you're watching a movie, and pidgin's status having you away. And, it could all be seemless to the user. One thing no user wants, is a torrent sucking down all of their available bandwidth when they are the computer -- and that is the default.
Anyway, maybe when other technologies jump on some userstatus-api we will seem a more integration.
This is kind of a nice idea, but it seems like the kind of feature that only a few % of users would use. This probably isn't going to go into Transmission unless there's more demand for it.
Stuart Langridge has a small python script to do something similar to this. You might consider tweaking it to suit your needs.
