While viewing the torrent inspector, if you open the preferences pane, the preferences pane is hidden behind the inspector. Can you make the preference pane primary when I request to open it?

This is how a floating inspector behaves on Mac, and is consistent with other apps such as iWork.

While, I don't have iwork, but I do have ilife 09 installed.

I just tried opening an inspector and then requesting the preferences. Preferences came up on top. they were not hidden out of sight.

I tried the same thing in iMovie 09 and preferences came up on top again. No searching to find where the preferences pane is.

It would look to me that if this was standard in 08, it is no longer in 09.

Besides, even if this was standard behavior, it is very counter intuitive to have something you requested open behind other windows. No matter if it is a preference pane or inspector or whatever. This is especially so when the window you requested is COMPLETELY hidden, so when you request the new window, it looks as though nothing happened.

iWork 09 still behaves this way.
