T doesn't respect peer limits

Description
Using r7941
I have set max peers to 70. However, recently T has ignored these caps, often going far above it. Furthermore (and possibly related), when you change the cap in the inspector, the peer count becomes really unstable. eg i changed my peer count from 70 to 90, and I immediately DROPPED 30 peers!?
I've attached a screenshot (yes the inspector cap value is the same as the preference one)
