Description
I would like an option to only ignore unencrypted peers when seeding, but not when downloading. I suggest changing the checkbox "ignore unencrypted peers" to "ignore unencrypted peers when downloading" and adding a second checkbox "ignore unencrypted peers when seeding". Current behaviour would be equivalent to both checkboxes on or both off.

The usage scenario is that I want to persuade people to upgrade to encrypted clients in order to be able to download from me, but I don't want to hinder my own downloads by not connecting to fast unencrypted peers. There are many torrents I am downloading at present where there is only one peer, and it is unencrypted (and often not a seeder, so I have big red parts of the progress bar).
Turning on "ignore" would prevent me from getting any part of those torrents.

That usage scenario makes very little sense.
That makes no sense. Encryption is meant to get around isp throttling - if they see you using bittorrent at all they'll just throttle all activity.
