Description
Users should have the ability to have torrents not automatically pause for reaching the stop ratio if there are less than some user-configurable number seeds on the torrent. Ideally, if the torrent is paused, and the number of seeders drops below that number (can this be determined by scraping?), T should unpause that torrent.

I think this is a bit too obscure. I don't see this getting any use at all, and it's appearance might cause confusion. Plus number of seeders varies - what if all the seeders had this on and enabled to the same number?
