filesystem error messages lack context

Example: if Transmission can't create a file on the local hard drive, the torrent's error message is set to "permission denied".

This problem is ameliorated a little by #2308, but still most users confronted with just "permission denied" will probably be confused at first and have to think a bit in order to solve the problem from that clue.

In cases like this, it would be much clearer if Transmission gave the filename associated with the error. Which is easier to understand:

"Permission denied"

"Permission denied: can't write to /tmp/linux.iso"
