As reported by KyleK, stdisease, and others.

We should only save the most useful peers, rather than all of them. In Very Large Swarms we get more peers than we'll ever need.

This problem appeared in 1.74 as a result of fixing a bug that didn't properly cache enough peers in the resume file. So we've gone from too few to too many... :)
