OS: Mac OS 10.5.8 (Leopard)
Transmission appears to be ignoring the Max Simultaneous Downloads setting when adding torrents from the Web Interface. After pausing all torrents and then resuming, they will be queued correctly.
To reproduce:
Set Max Simultaneous Downloads to something (ex: 2)
Add a bunch of torrents from the Web interface.
They will all be actively downloading.

The queue isn't going to be touched until it is implemented at the core level.

Clarification:
Pausing all and resuming in the native interface works. Doing same in the Web interface does not.
