Mac Client shows huge "next announce in" timer during verify (and other times?)

Description
The new tracker inspector shows (what I assume is) -1 as a timestamp sometimes. I've only seen it during a verify. livings124 told said in IRC that he may have seen it another time.
I'm creating this against libT because, after a conversation with livings124, I think libT should attempt to tell about an indeterminate time with more semantic meaning than it is right now (a big number).

That value for the next announce from the tracker stat. This value is only shown in the ui if the struct says there will be an announce (and is active iirc).
