Tested on r9302:
When I add a new tracker, the announce time for every tracker in that torrent's list is changed to "queued". It seems to still follow its announce time. I've tested this in the Mac client.

I'm still experiencing this bug for a moment in r9308. Deleting or adding a tracker changes the other trackers to "queued" and then to "Announce in progress...". It fixes itself after a while back to displaying the appropriate time.

Looking at that screenshot I added, It also changes "Last Scrape" to N/A even though it has indeed announced.
