Do not cache torrents added by url

When I add a torrent by URL, and it fails for some reason, T won't try again, but simply repeat it can't get the torrent.

Restarting Transmission does solve the problem.

What specific steps should I take to recreate this bug?

This happens on a certain site, but not when I test it on my own site (by removing the file, but feeding T the same url).

So I don't really have any steps.
