Description
Easy default request: Preference to set *each* Upload Bandwidth Limit default to something besides Unlimited (instead of just a Global Limit), as Global does not evenly distribute across torrents.

I don't understand this - upload limits can already be set to be within the global limit, unlimited, or a specific value.
