Also see ticket 2423. Transmission 1.80 is displaying 'Tracker returned an error:Tracker returned a 4xx message.
Nonetheless files still download and upload.

I'm not sure when this started- sorry! but it's been within the past month or so.

Are you sure the tracker isn't simply giving an error? If so that's out of our control.

Why is that screenshot in a pdf?
Livings: It most likely is. I don't think that message should be shown if other trackers are working. That message could push aside the upload/download speed of the torrents if the window isn't sized enough.

I suspect that's what's confusing you... what's going on is that Transmission can now announce to multiple trackers on the same torrent, so it's entirely possible that one tracker is giving you a set of peers, while the other tracker has deleted the torrent and is returning 4xx. You should probably take a look at the Tracker tab in the torrent inspector to see.
A less likely possibility, but still possible, is that there's only one tracker for the torrent, but you're still picking up peers via DHT.
Either way, this isn't a bug. Just because one tracker is having problems is no reason to stop the party as long the torrent isn't private and you're able to find peers.
