Description
This is a bug in libtransmission's implementation of BEP 21, the "Partial Seeds" BEP <http://www.bittorrent.org/beps/bep_0021.html>. When a user stops a torrent, we should send "&event=stopped" but instead we send "&event=paused".
Reported by anine.
Fixed in trunk for 1.90 by r10149.
Added backport-1.8x for if/when we have another 1.8x release.
