Filter Bar - Downloading/Seeding to include "Waiting to (DL/Seed)"

Sorry if this ticket seems redundant, I tried to refrain from repeating any points.

When using the Downloading or Seeding filters, the torrents that are either "Waiting to download..." or "Waiting to seed..." should also show up within the Downloading and Seeding filters.

I know these torrents are not actively downloading or seeding, but they still fall under the downloading/seeding categories. If I only wanted to see the active downloading/seeding torrents I can use the Active filter.

Also, currently these torrents show up in the Paused filter, which also seems inaccurate. These torrents aren't "paused", they are queued to download/seed, which is why they should show up in those filters.

It just feels like the Downloading and Seeding filters are incomplete, and I don't like having to switch from Downloading to Paused just to view both my active downloads and my queued downloads.

Please consider it. Even if you don't want to make it the default behaviour, an optional setting would suffice.

I'm conflicted on this one. I am sure that if these were moved from paused filter, someone would file a ticket for the opposite. Having an setting for this is overkill. I think the best move for this is to leave it as-is, where the filter matches the state.

Fair enough, but consider this:

What about a customizable/configurable filter bar, similar to the way groups can be assigned to new transfers based on criteria. This way users could hopefully add multiple transfer states to a single filter, filter by tracker or any other criteria, thus giving the user the freedom to decide how they want their transfers filtered. This way users won't need to bug the dev team when they want their filters to behave differently.
