Description
On some naughty trackers often I see that torrents are halted after "Tracker returned a 4xx message", so they are all red and no any activity to download/upload. I thank that after 4xx answer from tracker Transmission have to wait time time (configurable) and try to announce again and again.

Fixed in trunk for 2.00 by r10639.
Marked for backporting to 1.9x if we have another 1.9x release, which is very unlikely.
