Severity: | Minor | Keywords: | backport-1.9x privacy blocklist download |

Description
Transmission does (useless) blocklist download by default.
To reproduce:
- Install clean Transmission (at least GTK+ version tested, up to 2.00 betas).
- Start it.
- Make sure that blocklist download occurs.
- Go to settings and check that blocklist is unused at all by default.
Result:
Blocklist is downloaded for no reason, taking some bandwidth and disk space for ... exactly nothing. Default settings are not using blocklist at all anyway.
Expected result:
There is no need to download blocklist when blocklist feature disabled.
