seed-ratio-limit and starting with a partially complete torrent

Description
Given a torrent where I already have some of the files and I put them into the download directory and recheck. The torrent goes to about half complete. Seed-ratio-limit of the torrent is set to 1.5, but the torrent showed 0.7 when it stopped, which the tracker stats showed 1.5 when it stopped.
This is somewhat inconsistent.
[Observed with transmission-daemon 1.93 running on an OpenSolaris?/SXCE box using Transmission-Remote-Dotnet 3.22 build 1 as frontend.]

Transmission has no way to know what you had previously downloaded. So in this case, once you readded it the uploaded and downloaded amounts were set to zero. With the information you have given, I don't see anything wrong (although actual download and upload amounts weren't supplied).
