"Set location" should be able to recognize files when filename is different

Description
When "local data is already there", you should be able to tell Transmission the new filename/path and get it recognize the file[s] even if the filename is different. Otherwise, it's very difficult to seed downloaded files.

#1220 covers this for the top-folder. This isn't reasonable for subfolders since the file paths are hardcoded in the torrent (and if this weren't an issue, the interface to implement this would be bloated and confusing).
