Description
Global bandwidth limit goes as low as zero but individual torrent bandwidth limit only goes down to 1.
This is a real "Papercut" in that I have to stop all uploading to stay within the law for specific torrents, could you please add this functionality? Thanks!
I only observed the Gtk implementation.
