Transmission does not allow user/group/permissions setting of downloaded files

Description
Transmission will download files which will get user/group of the parent application. I can not determine what defines the chmod permissions of the downloaded.
This is the Mac OS X version. Other versions seem to allude to there being a way to alter this behavior. What is the correct way to define the user/group and file modes of what Transmission downloads?
If there is no way to define these aspects of downloaded files, I submit this as a feature request. It is impossible to manage the media that is downloaded in a hands off way though media center software if the files are not of lose enough permissions to allow move and delete of those files.

As far as I'm aware, this behavior is consistent with other Mac download apps such as Safari. Is this not the case.
Adding an option for this is definitely outside the scope of the app. This is a feature pretty much no one would use.

I'm going to close this because the behavior is consistent with other Mac download apps. This level of advance control is outside the scope of the Mac app. Please reopen if I am wrong about the app behaving like other apps.
Someone just told me there is a settings.json file that controls a umask? Where is this on Mac OS X?
