move files after seeding completes

Description
incomplete download just moves the file after download is complete. what I think would be more useful is moving the file after seeding ratio is reached.

for me, downloading and seeding are the same. once seeding is finished though, that is when we can do automation. only transmission knows when the torrent has reached it's ratio so it can then move the torrent files into the automation folder.
even if you are not doing automation it is easier to find the files that are finished than the ones that are still downloading or seeding.

Why this is useful? I have two drives, a system disk and a storage RAID. I would like to keep my RAID spun-down 95% of the time, while I don't care if my system disk is running constantly. Since seeding keeps the disks up, I would like to move them to the RAID on seed complete.

This is useful for private trackers so you can keep your ratio at a mininum value
