Pressing Start All after Pause All starts Finished torrents for which setting "Seed regardless of ratio" is enforced.
==Steps to Reproduce==
- run transmission
- add a torrent
- finish downloading it and leave it in transmission
- start other torrents so that they're downloading data off the peers
- hit Pause All
- then Start All
==Additional Information==
I'd expect Finished torrents to stay in Finished state unless they're explicitly started by a user. KTorrent, for instance, have it done right.
