Scroll to new messages when viewing new messages in the message window

Description
If a user scrolls down to the bottom of the message window, it's likely to be because he/she wants to watch the new messages coming in. In those cases, when new messages become available we should scroll to them.
It would be annoying for the window to keep jumping to the bottom of the list when we were trying to look at something not at the bottom, so don't do it then.
