elapsed seeding time continues even when internet connection is lost

Description

If the internet connection goes down, the elapsed seeding time continues to count down and the inactive seeding limit kicks in eventually, stopping the torrent prematurely. This can screw up a user's ratio on private trackers since transmission doesn't continue seeding if the connection comes back after the torrent has been stopped.

The only other reasonable option is to pause all transfers. That would be quite annoying for those that don't keep track of what's supposed to be active. Also, monitoring the active connection isn't a straightforward task. This is too obscure a request, with annoying edge cases, to implement.

I got kicked off a private tracker because I wasn't maintaining a ratio of 1.0, even though I have it set to 1.5. I think a simple way to implement this is to check if the last announce failed due dns error or similar and then tack on that interval to the remaining seed time.

Also, I think the seeding limit should be based on time elapsed, not the inactive time, since the torrent inspector actually shows the total elapsed time and there is no indication of inactive time.

There is an open ticket to stop seeding based on total time.

If you're trying to keep up your ratio, seeding by time is a bad idea anyway. What happens if you're online but there are no downloaders?

Better to use seed-until-ratio-reached instead.

Almost every private tracker to which I belong has a 1:1 _OR_ 24 hour seed time policy. If that were not the case, I'd never be able to remove torrents or delete the data and my hard drive would be full in a couple of weeks.

There already is a ticket to stop seeding after a set time. There is also a setting to stop seeding at a set ratio.

Transmission is useless to me then. More private trackers are becoming ratio-less now, focusing on maintaining the swarm for longer instead of users quickly reaching their ratio and stopping.
