proxy tab missing

Description
Just upgraded to v2.13 using the gtk build on linux and the proxy tab is missing. The proxy settings are present in the settings.json but I need to be able to change them from the gui.

The proxy feature was removed in 2.13. 2.20 (GTK) will support your system proxy settings.
