rearrange Remote Access preference pane

Description

Currently the checkbox for turning on Bonjour advertising of Transmission's web interface is at the very bottom of the Remote Access preference pane.

I suggest to move it further to the top, just after the enable checkbox because it seems like an easy-to-understand option that belongs close to turning the remote access service itself on or off and it doesn't require the user to enter further data as the other options in that pane do.

I'd also suggest to move the 'Launch Web Interface' button to the right of the main on/off checkbox. There's both the space to do that and it would move the button – which is more a testing feature than a setting – out of the way of the real settings.

There's another change in progress (#3696) that will effect this ticket. What do you think livings? I can make a second patch for this if you'd like, but more input would be great.

We can worry about these things once they're implemented. The patch in #3696 just renames the option, so that can be done by hand.

I've experimented with these changes, and they're just not working for me. Moving up the Bonjour setting doesn't make sense. It should be below the actual configuration settings, to avoid users enabling it without first configuring the remote settings. I also can't move the Web UI button without things looking cramped. Having the button as its own section just seems very useful to me.
