add .part to directories too

currently, transmission adds the part suffix only to the directory contents of a torrent but not to the directory itself which is a part of the torrent too.

This doesn't make sense with how this is implemented. Transmission only has control over the files, not the folders. There can be other files in there, for example (although unlikely). Plus some files might be complete and others not.

but the directory is a part of the torrent, and as long as it contains incomplete data it should be marked as incomplete.

Not necessarily. The files in the directory are, the folders are created to contain them. If anything, appending the prefix will just be confusing when some are complete and others aren't.
