per IP (per peer) bandwith limit

my external bandwith is 50 kilobytes per second. for that i sometimes limit bandwith to 15 for one torrent if they are several, so that together 40 for example. so that i have bandwith for browser, and bandwith for web server. (so i limit so upload and download).
but sometimes i see one IP sends to me at speed 400 kilobytes per second, of course can be several such peers. this is peer in local network of my internet provider. i want to not limit it, or limit it at other level.

Being able to set per-IP is way outside the scope of the application. Managing individual peers is not something that the user should be able to manually control.

I would like to have support for configurable IP ranges which will not have their bandwidth accounted. They are on my LAN network but behind router, so usual rule of BT clients - not account LAN traffic into limit will not work.
