0.91rc1: if pex is disabled on a stopped torrent, pressing "resume" causes pex to be re-enabled.

I noticed that even if I disable PEX (on stopped public torrent), then Resume causes "Enable PEX" to be checked again. that behaviour introduced somewhere between r3588 and r3597 is it bug or is it intended to be so?
This is probably a result of the fastResume changes in tr_torrentStart(). Marking for 0.91 since it's a potential security problem.
