Feature Request: allow state without tracker activity (ie stopped, or paused without scrape)

Currently it is impossible to have torrents without tracker connectivity. This feature request is about a state where paused (or stopped) torrents don't have any tracker connectivity at all.

A common use case is a tracker which doesn't allow new transmission releases yet, and therefore the torrents on the tracker are set to paused (until the tracker allows transmission-version as a client). Currently transmission doesn't announce in paused mode, but does scrape. So the logfile is spammed with 'transmission error: Client not allowed' every few minutes. The only available solution is to completely remove the torrent from transmission.

Options are:

1. make it optional to scrape on paused torrents

2. introduce 'stop' to completely shut up torrents (and discard half downloaded chunks etc)
