Description
Allow specifying directories like '~/torrent', where the '~' gets expanded to $HOME.

i'd also like this. i'm different users on different machines and like to have portable configs that i can just download from my online repository.

Thank you for suggesting this and helping to make Transmission better.
This might be nice as a convenience, but I think it's of limited usefulness and would add some unnecessary bloat to the code.
