Description
Some torrents are stalled due to lack of peers (maybe they are only seeding a partial torrent), but Transmission counts them anyway. Sometimes I have to force the start of additional downloads because I have all the slots takes by incomplete torrents that are only seeding (and sometimes not even seeding!).
Transmission should ignore inactive torrents.

You are right, I read "stalled torrent after X minutes inactivity" but I forgot about it because it was not clear what it was for. The Italian translation could be better but I see the space available is limited and a clear label not possible, probably the user needs to check the documentation :)

I may be misunderstanding this ticket, but Transmission doesn't count 'stalled' torrents against the queue slots... Stalled torrents are those that haven't seen any activity in the last N minutes, where N is user-configurable.
