Option to disable tracker announcing

Description

It would be nice that there are a option in preference to disable tracker announcing and use DHT only. It is very annoying if you have a torrent that have hundreds of trackers and those trackers are all not working. It is just wasting bandwidth and no. of connection to try to connect to them. It is very common for Asians to create such torrents.

Why not just delete the trackers that aren't working? That way you could keep using the ones that do work.

Deleting makes sense to me, too. I can't imagine this feature being used by many users, and the cost vc. benefits isn't very high.

However, I have to delete trackers every torrent I added to Transmission. If the benefits isn't very high, I have another idea. If there is an blacklist tracker function with regular expression, I can blacklist some trackers that's not working for every torrent jobs. I think it is lesser effort, isn't it?

Having a tracker blacklist would be more effort and more complex, not less. This just isn't something that's going to be added, as it won't be used by most users.
