Transmission no longer respects default download folder setting

Description

I have my default set to ~/Downloads, but whenever I add torrents, the save location is ~/ unless I manually select another folder.

What operating system are you on? If on Mac, do you have rules set in the Group preferences to set location? Do you have an incomplete downloads directory set?

This is Linux. It doesn't matter whether an incompletes folder is set or not.
