RPC priotity setting ignores non-existing files

Description

transmission-daemon currently (2.77) ignores non-existing files when setting priorities and returns "success", leaving the impression the desired command has indeed succeeded.

Imagine this torrent:

foo/bar.txt
foo/bar.png

The command transmission-remote [...] -t 1 -ph foo/bar.mp3 should now return something like File 'foo/bar.mp3' not found, but instead prints localhost:9091/transmission/rpc/ responded: "success".
