Add "Pause Everything" button or something similar

Currently, there are "Start All" and "Stop All" menu items. The problem with them is that I often have sth. like 1/3 of torrents active, so after stopping all I have to manually restart only selected subset.

"Pause Everything" would work like a toggle button allowing to quickly shift all bandwidth to other tasks. So, it'd be something like "Limit Download Speed" + "Limit Upload Speed", only limit would be zero.
