Provide a Turkish localization

I'd like to contribute to Transmission with a Turkish localization.

I've already completed the translation, so I'd like to submit it for review.

I'm not a Transmission developer but I'm pretty sure it will be added. Transmission had a Turkish localisation before until its maintainer disappeared: https://trac.transmissionbt.com/changeset/9912.

FYI, I've updated the translations a few days ago, but the link is the same.

Some issues with a quick look: In the add torrent window, you pre-populated the search field, you missed the high/medium/low priority field in options, you didn't localize any of the menus in MainMenu?.xib, and you didn't localize preferences at all.

Assuming you can get to those, can you guarantee being able to update localizations with a week's notice (or so) before new version?
