Transmission tries to update way too many torrents at startup

There doesn't seem to be any limit to how many torrents can be updated at a time. This is very problematic for those with large numbers of torrents, since it causes a huge UDP flood, sometimes filling buffers on the NIC and temporarily overloading the internet connection (other machines on the LAN will lose their IRC connections, for example).

I have 2000+ torrents, and this happens every time I start Transmission. After the initial flood and all the torrents are updated, everything works just fine.
