Zero length files not being created

Description
If the .torrent file specifies a zero-length file, transmission-daemon does not create the file. I have other programs which also verify the torrent data using the .torrent file (when transferred to other systems). Because of the missing data files, the torrent data is deemed to be incomplete. Zero-length files are permitted in the specification, and should be created to be compliant.

Empty directories are created. If the ,torrent file specifies a 0 length file (most commonly in a VIDEO_TS directory), then transmission does not create the file. Anther torrent client, uTorrent, does.
