Torrent tracker ratio profiling from preferences to open torrent dialog.

Dear developers,

There are of these days where even an account on a populair tracker is hard to maintain ratio wise. It would be pleasing to have a ratio profile per tracker, so that when a torrent gets opened in Transmission, a default ratio is set which one can then modify in the same torrent open dialog.

When a chosen overal ratio on the tracker is reached later, one can then just modify the configuration.
