Description
When I click on a "Download complete" notification, I always expect it to reveal my download in Finder. Instead it opens Transmission. It'd be great if we could set the behavior to the former.

Sure. Clicking a notification would open a finder window at the location of the downloaded file. Presumably that's the no.1 action a user would be interested in

It already does that when Transmission is running. Otherwise, Growl cannot query Transmission for the location of the file. Are you talking about a Growl (a separate application) enhancement?
Instead it opens Transmission.
Please clarify this statement. It does not work that way for me. Do you have Growl configured correctly in its preference pane 'Application Settings' --> 'Inform Transmission when a notification is clicked'?

Then this is a bug, because on my machine, clicking a notification simply switches to Transmission in the background (menu bar indicates so).
If Transmission is not open, then clicking a notification opens Transmission in the foreground.

This is impossible as Transmission would need to be open in order to trigger the notification in the first place.
