Activity - Inspector View shows incomplete "Available" map (Mac)

Description
The Available map shown in the Mac version is showing nearly same data as "Progress"
Running OS 10.11.5 - not sure if this update caused a behavior change or if a transmission update changes this behavior.
This is happening with magnetic torrents
Not seeing the full "Available" map at all even for torrents with enough seeding sources to provide the full download.
