shortcut icon not saving speed limit settings

Description

if i click on the shortcut for changing global settings, and apply a D/L speed limit of 50kb/s and u/l speed limit of 20kb/s it doesn't seem to take effect.

(lower left icon when looking at active torrent list)

Do any of those torrents have any special speeds set in the inspector?

The limits appears to be applying correctly, so if it's not actually limiting, that is a different ticket.
