Some minor preferences dialogue issues

Description

Attached is a patch to fix some preference dialogue issues.

The dialogue no longer has a horizontal seperator. The strings have normal English capitalisation.

Looks to me like the patch follows Gnome HiG 8.3.2

Slating for 1.10, since that's the first release to follow the 1.0x string freeze.

This is just for the capitalization. I don't see anything in the HiG about taking out the separator... let me know if there's something I'm missing.

I don't think there is any mention in the HIG, but in GNOME itself there are no separators in preference dialogues. See 3.3.5. for an example.

bruce89: you're right. I've removed the separator. :)
